HONOLULU (KHON2) — Former Honolulu Police Chief Joe Logan has filed a lawsuit against the City and County of Honolulu and Mayor Rick Blangiardi.
The court papers were filed on Thursday, July 31, just after 9:30 p.m., where Logan alleges whistleblower retaliation and intentional infliction of emotional distress following what he said was his refusal to comply with what he believed were illegal demands.
The lawsuit claims Chief Logan was forced to resign under duress and threats.
In a statement, Mayor Blangiardi said he is “deeply disappointed” that Logan chose to file a “meritless complaint against the City.”
He voluntarily stepped down as Chief and had every opportunity to rescind his resignation if he changed his mind over the last two months. The City will vigorously defend against these claims as we remain firmly focused on strengthening public safety in communities across O’ahu, advancing officer recruitment and increasing public confidence in government.

Chief Logan announced his retirement in June following a meeting with Blangiardi.
That same day, Blangiardi recommended then-Hawaii Island Chief Ben Moszkowicz for the Interim Chief role.
