Department of Emergency Management director steps down, joins FEMA

HONOLULU (KHON2) — The longtime director of Honolulu’s Department of Emergency Management has stepped down to join FEMA, in a regional role that still includes Hawaii.

On Tuesday, Honolulu Mayor Rick Blangiardi announced that Hiro Toiya will resign on Sept. 27.

In a statement, Mayor Blangiardi praised Toiya for “his commitment to the safety and well-being of our communities.”

Toiya departs the DEM after 13 years of service, serving the last six years as director.

During his time, Toiya has led the efforts in preparedness, response, recovery and mitigation for Honolulu in various emergencies from natural disasters to public health crises.

I am deeply grateful for the support and collaboration of DEM staff and volunteers, my City colleagues, partner organizations, and the incredible community we serve. As I step into the next phase of my emergency management career, I carry with me a heartfelt respect for the residents of Oʻahu and a profound appreciation for the work that we have accomplished together.

Mayor Blangiardi announced that Deputy Director Jennifer Walter will step into Toiya’s shoes as Acting Director of the Department of Emergency Management on Sept. 28.

Walter enters the position bringing more than 24 years of experience in emergency management from government, private sector and voluntary agencies.

“She is smart, has a broad understanding of emergency management systems, and is decisive in the command position. We are thrilled and most fortunate to have this talented professional in our ranks for such a critically important position,” said Blangiardi.

The City and County of Honolulu thanked Toiya for his years of dedicated service and looks forward to Walter’s future leadership.
