HONOLULU (KHON2) — The Kauai Police Commission announced Friday that it would not pursue further action on two complaints alleging retaliation by Police Chief Todd Raybuck against officers.
The complaints were reviewed during the commission’s monthly meeting.
After considering the evidence gathered in the investigations, the commission determined that the allegations did not have sufficient merit to justify additional action.
“The Police Commission found that the evidence does not support the allegations made in the complaints,” the commission said in a statement. “Therefore, we have declined to pursue further action.”
In addition to the complaints, the commission discussed Chief Raybuck’s announced retirement on Nov. 13, 2024.
The commission has formed two permitted interaction groups to develop recommendations on the hiring of a new police chief and the appointment of an interim chief.
The commission also reviewed the selection process for the new chief, which is outlined in the Kauai Police Commission Rules, though it noted that the rules have not yet been updated to reflect changes made to the Kauai County Charter in 2020.
The charter amendment altered the minimum requirements for the position of chief.
The commission emphasized that Raybuck’s retirement is not linked to any settlement or severance agreement with the Police Commission.
This was the only statement from the Kauai Police Commission on the matter.
