ENV attributes the issue to delays in truck production and parts supply caused by the COVID-19 pandemic. Out of 73 trucks ordered in recent years, only 17 have been delivered, with no new trucks arriving since November 2020.

The City anticipates receiving 11 new trucks by the end of the year.
